Below you will find recent correspondence between Dave Petersilge and Hudson's Engineering Department regarding pavement issues. The city's portion is in green.

Mr.Petersilg,

We are aware of the condition of Prescott Drive. I have been in touch with Doug Anderson of the service division and he tells me that all patches to be done by the service dept. will be marked by the end of the week including Prescott Drive. (4/17/09) This is one step closer to the milling and paving operation the Engineering Department handles. As we prepare our list for the 2010 construction season we will again monitor Prescott Dr. thru the winter and consider it for paving in the 010 season.

If you have any further questions please call my office number (330-342-1772) and leave a contact number and the best time to call you.

1.In light of the repeated patches done on the same problem areas for the past 4, 5, 6 years plus, what would be any different this year in terms of solving the problem? The patch approach clearly has not achieved what is needed.

The patching we have done for all intent and purpose has done the job. That being to hold the street together until we can get to it for a mill and overlay. Following the adopted standard of doing the worst streets first your street along with others has slipped down the list as we have had to do other streets that met the worst street scenario.

2. How do you propose to address the many centerline pot holes found where a small steel plate (access door, I presume?) is at the bottom? Again, these areas take a constant pounding with all the cut-through traffic that had been placed onto Prescott due to the N. Westhaven connector, and the indentations and related holes have spread in diameter.

The areas in the centerline that you refer to is where the monument boxes are located. These are made of cast iron and hold the survey pins used when the neighborhood was built. Over the years with our freeze and thaw cycles these castings sometimes raise out of the ground and are broken by the snow plows. The area is then filled in with cold patch. When we do the street these boxes will be replaced and set 1/8  to 1/4 of an inch below the pavement grade. As well any castings that have sunk or have been pounded down will be raised to grade.

3. How can the City justify milling and paving Jefferson Ct. -- an adjacent side street that takes a fraction of the Prescott daily traffic -- while suggesting yet another year of band aid fixes for Prescott? Would signed petitions from every resident on Prescott help the City reconsider this position?

When we paved Jefferson Drive in 2007 in our opinion it was in the condition that Prescott is in now. Multiple patches had been done. Those patches were failing and other patches were done again to hold it together until we could get to it for the mill and overlay. In coordination with our service department we (engineering) have stretched the dollars given for road work to its limit. Unfortunately we have more roads in Hudson that were not built properly than we have dollars to fix them. I do not think the petitions will be necessary. With the condition Prescott is in and the sequence of maintenance that has been done we are at the point for the mill and overlay.
